Biddeford School Department Collective Bargaining Agreement

Project architect Philip Chaney of Barret Made Architecture + Construction asked the city for a contract zone that would allow the former cinema to be developed into a high school professional campus. City Council voted Tuesday to send the contract zone application to the planning committee for review. City Council will hold the final vote on the contract area after the planning committee has evaluated the proposal and developed an agreement. Contract zone agreements grant a specific property a zoning change so that a project or business can exist in an area where it would not otherwise be permitted. Contract areas are reviewed by the city on a case-by-case basis, and owners or developers must agree to certain conditions. The Biddeford Regional Technology Centre offers vocational programs for students at Biddeford High School as well as high school students in neighbouring communities. The Biddeford School Department wants to turn the former cinema into a second professional campus and offer courses in areas that could include culinary arts, hospitality, salon services and massage therapy. In July, the City Council rejected the amendment to the city`s zoning ordinance to allow public and private schools in Area I-3. Council members said they were not opposed to the Five Points Mall vocational school, but would prefer the city to use a contract zone so the school could work there.

Five Points Shopping Centre, located at 420 Alfred Street, is located in Industrial Zone 3 or I-3. Public and private schools are not allowed in zone I-3, and the school department approached the city earlier this year to amend the ordinance to allow campus in that zone.
